BIS Makes EAR Changes to VEUs in China
The Commerce Department’s Bureau of Industry and Security (BIS) has issued a final rule to amend the list of Validated End Users (VEUs) in the Export Administration Regulations (EAR). Through the final rule, BIS adds Intel Semiconductor (Dalian) Ltd. (Intel Dalian) as a VEU in the China. BIS also changes the name of an exiting VEU in China, from Lam Research Corporation to Lam Research Service Co., Ltd.

Both the addition and name change are amendments to Supplement No. 7 in part 748 of the EAR. As a VEU, Intel Semiconductor is now able to obtain EAR eligible items without a BIS export license. Regarding Lam Research Service Co., Ltd., BIS said it made the change to list the name of the U.S. company’s Chinese subsidiary because that is the actual name of the authorized VEU.
