BIS Finalizes Changes to CCL, ECR and Export Shipping License Rule

The Commerce Department’s Bureau of Industry and Security (BIS) has issued a final rule that implements revisions to the Commerce Control List (CCL) without requiring changes to multilateral export control regime guidelines or lists. BIS originally published the changes in a Nov. 29, 2012 proposed rule. The final rule also makes changes and clarifications to the April 6 and July 8 final rules that authorized transfers from the U.S. Munitions List and the CCL, as part of the administration's Export Control Reform. This final rule revises notice of inquiry for export shipping licenses, issued on July 5, 2012, as well. International Trade Today will publish more on this final rule in the coming days.
