Census Upgrades AES to AESPCLink 9.0 and AESPCLink Network Edition 4.0

The AESPCLink 9.0 and AESPCLink Network Edition 4.0 upgrades are now available for exporters, said the Census Bureau on April 16. The new versions will support the informed compliance period that lasts through Oct. 2 for Foreign Trade Regulations changes in the Automated Export System (AES). The changes include new fields for Ultimate Consignee Type and License Value, along with the ability to file 7-character foreign trade zone numbers. Following the conclusion of the informed compliance period, these new fields will be mandatory.

The upgrades are necessary for those exporters filing Option 4 Electronic Export Information (EEI) in AESDirect. In the past the AESDirect system automatically determined when EEI should be filed as Option 4, but now exporters will have to manually determine the filing option. AESPCLink 9.0 includes the filing option on the Shipment Information tab, and this option will default to 2. It may be changed to 4, however.

Particular software may require compatibility modes to run AESPCLink. To enable compatibility mode, right click the AESPCLink icon and select “Properties”. In the properties dialog, select the “Compatibility” tab and click the “Run this program in compatibility mode for:” radio button. Then select “Windows XP (Service Pack 3)”. Enabling “User Account Control” may cause problems for AESPCLink in newer versions of windows. Settings for “User Account Control” in windows are found under the “System and Security” section of the control panel. Users may be required to use the “Run As Administrator…” option, which is available by right clicking on the AESPCLink icon.
