APHIS Updates PPQ Manuals for April 25

The Animal and Plant Health Inspection Service announced changes April 25 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

FAVIR and Fruits and Vegetables Manual: The Fruits and Vegetables Manual (here) and the FAVIR database (here) were revised to do the following:

  • Add import requirements for carambola, jackfruit, and pineapple from Malaysia [Docket No. APHIS--2011--0019] effective April 18, 2014
    • **NOTE: At this time, import permits will not be issued. Until program phytosanitary requirements are finalized the commodities will not be authorized entry into the United States.
  • Add import requirements for potato from Mexico [Docket No. APHIS--2013--0037] effective April 25, 2014

Changes in the Fruits and Vegetables Manual, indicated by black change bars in the left page margin, are on pages 3-196, 3-208, and 3-211.

Animal Product Manual: The following changes were made to the Animal Product Manual (here) to reflect up-to-date information and corrections:

Chapter 3-2 Bovine Products

  • Table 3-3-2 Bovine Products Locator - insulin has been added in the last row of page 1 of 3 and continued in the first row of page 2 of 3; "animal origin" and "mineral origin" cells have been added after "Dicalcium phosphate"

Chapter 3-5 Casings and Related Products

  • Page 3-5-1 under Contents heading - "wet or brined" headings have been added to the chapter's table of contents
  • Table 3-5-7 Bovine Casings Originating in a Foreign Country - fifth cell in the last column (Then:) table reference has been corrected
  • NEW Table 3-5-8 Wet or Brined Bovine Casings Originating in a Foreign Country - table has been completely revised
  • Table 3-5-9 Ovine (Sheep) or Caprine (Goat) Casings Originating in a Foreign Country (page 2 of 2) - all cells corresponding to "Other than above" cell in the first column (If the region of origin is known to be:) have been added
  • Table 3-5-10 Wet or Brined Ovine (Sheep) or Caprine (Goat) Casings from a Country Known to be FREE from bovine spongiform encephalopathy (BSE) - "wet or brined" language has been added
  • Table 3-5-11 Ovine (Sheep) or Caprine (Goat) Casings Originating in a Country Known to be FREE from BSE, BUT Processed and Stored in a Country OTHER THAN That in Which the Casings Originated - language has been changed in first and third cells in the third column (And:)
  • NEW Table 3-5-12 Swine Casings Originating in a Foreign Country FREE from African swine fever (ASF) - table has been completely revised
  • Table 3-5-13 Wet or Brined Swine Casings Originating in a Foreign Country FREE from ASF - "wet or brined" language has been added
  • Table 3-5-14 Natural Swine Casings from a Country of Origin FREE from ASF, AND Processed in a Country OTHER THAN the Country of Origin - language has been changed in the first cell in the second column (And the casings:)

Chapter 3-11 Human Pharmaceuticals and Human Vaccines

  • Table 3-11-3 Human Pharmaceuticals, Human Vaccines, Antivenom, Dietary Supplements, Organs and Their Derivatives, and Nutriceuticals Containing Animal-Derived Components (page 3 of 3) - footnote #5 reference has been added in last cell of the second column (And the product is:); footnote #5 has been added to the table

Chapter 3-17 Ruminant Products

  • Page 3-17-1 and 3-17-2 under Contents heading - "bone-in or boneless" has been added to the chapter's table of contents
  • Table 3-17-5 Shelf-Stable BONELESS Beef in Hermetically Sealed Containers - footnote #1 reference has been added in third and fifth cells in the second column (And:)
  • Page 3-17-18 and Table 3-17-8 Shelf-Stable Ovine (Sheep) and Caprine (Goat) Meat (Bone-In or Boneless) in Hermetically Sealed Containers - "bone-in or boneless" has been added
  • Table 3-17-19 Cured and Dried BONELESS Bovine Meat - "required" has been added to language in footnote #1
  • Table 3-17-20 - numbering has been corrected in footnote #1, third bullet
  • Page 3-17-51 second heading - "bone-in or boneless" has been added to heading title
  • Table 3-17-28 Fresh (Chilled or Frozen)Bovine Meat (Bone-In or Boneless) and Non-Bovine Ruminant Meat (Bone-In or Boneless) from a Country of Origin Known to be FRE from FMD that Transited a Country Known to be AFFECTED with FMD - "bone-in or boneless" has been added to table title
  • Page 3-17-55 - NEW "Meat By-Products" heading and language has been added
  • Table 3-17-33 Meat By-Products of Ovine (Sheep) or Caprine (Goat) Origin - "REFER to FSIS" has been added in second, fourth, sixth, and eighth cells of the last column (Then:)

Chapter 3-19 Swine Products

  • Table 3-19-2 Swine Products Locator (page 1 of 2) - insulin has been added in the first row

Appendix A Guide to Entry Status of Animal Products in Passenger Baggage or Mail

  • Table A-1-10 Guide to Entry Status of Animal Products in Passenger Baggage or Mail - ruminant information has been changed for the following countries: Bermuda, Greenland, and St. Pierre and Miquelon

Appendix C List of Foreign Countries and Their Disease Status

  • Table C-1-1 Foreign Countries and Their Disease Status - third column title has been changed to "Ovine/Caprine"; "Affected" has been added in the third column (Ovine/Caprine) in the following countries: Aruba, Bermuda, Cayman Islands, Channel Islands, Curacao, Faroe islands, French Guiana, French Polynesia, French Southern Territories, Gibraltar, Guadeloupe, Holy See, Kosovo, Martinique, Montenegro, Montserrat, Netherlands Antilles, New Caledonia, Palestinian Autonomous Territories, Reunion, St. Helena, St. Pierre and Miquelon, Serbia and Montenegro, Svalbard and Jan Mayan, Tahiti, Turks and Caicos Islands, Virgin Islands (British), and Wallis and Furtuna Islands; SVD has been corrected in fifth column in Australia; HPAI/SR and ND/SR have been added to last column for Great Britain and United Kingdom
