APHIS Updates PPQ Manuals for May 19

The Animal and Plant Health Inspection Service announced changes May 19 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Export Manual: The Export Program Manual (XPM) (here) was updated. Updates are indicated by change bars on the left hand margin of the pages affected. The following sections of the XPM have been updated:

Section 2-1 -- Policy

This update removes the policy for Certification of Canadian Produced Seed.

Section 3-4 -- General Procedures -- Verifying Import Requirements

Agriculture Marketing Service (AMS) Form FV-66 has been added to table 3-4-2 as an acceptable inspection certificate. The term “verify” has been added throughout the section as appropriate.

Section 4-4 -- Special Procedures -- Commodity -- Seed

This update removes the procedures for the Certification of Canadian Produced Seed.

Section 4-4 -- Special Programs -- Federal State Cooperative Export Program

This update reflects the signing of the Missouri MOU.

Appendix F -- Supplemental Forms

A specimen for Agricultural Marketing Service (AMS) form FV-66, Report of Inspection has been added.

Glossary
