BIS Cracks Down on Dual-Use Electronics Exports to Hong Kong

The Commerce Department is expanding national security controls in the Export Administration Regulations and limiting the use of license exceptions for dual-use military electronic exports and reexports to Hong Kong (here). Commerce’s Bureau of Industry and Security is implementing the new controls on Dec. 23, but a revision on monolithic microwave integrated circuit (MMIC) controls will take effect on Dec. 30, along with the Export Control Reform rule on military electronics (see 14070104). BIS is also adding a special condition for the Strategic Trade Authorization license exception. These changes follow a request for comments on MICC power amplifiers and discrete microwave transistors, both of which operate at frequencies exceeding 2.7 GHz (see 14063027). Comments to that request highlighted the civil uses of the MMIC products.
