APHIS Updates PPQ Manuals for Jan. 22
The Animal and Plant Health Inspection Service announced changes Jan. 22 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Plants for Planting: The Plants for Planting Manual (here) has been updated, 01/2015-32, to add Turkey to the list of countries from which the importation of restricted articles of Chrysanthemum spp., Leucanthemella serotina, and Nipponanthemum nipponicum are prohibited into the U.S. due to the presence of white rust of Chrysanthemum; to provide for the importation of Dianthus spp. from the Netherlands; to provide for an alternate additional declaration on phytosanitary certificates that accompany articles imported from a country in which potato cyst nematodes are known to occur. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:
- Page 2-9: Added a link to the areas of Canada regulated by the national plant protection organization of Canada for potato cyst nematodes;
- Page 2-15: Added an alternate additional declaration; added a link to the areas of Canada regulated by the NPPO of Canada for potato cyst nematodes; added references to Solanum tuberosom from Canada and S. tuberosum from Prince Edward Island;
- Page 2-16: Added Chrysanthemum spp. restrictions; added Turkey as prohibited;
- Page 2-17: Added Dianthus spp. restrictions; added certification requirements for Dianthus spp. from the Netherlands;
- Page 2-18: Added Leucanthemella serotina restrictions; added Turkey as prohibited;
- Page 2-19: Added Nipponanthemum nipponicum restrictions; added Turkey as prohibited;
- Page 4-104: Added Turkey as prohibited for Chrysanthemum spp.; added cross-reference to certification conditions for postentry countries;
- Page 4-155: Deleted United Kingdom and added Great Britain to Dianthus spp. postentry; added a link to Dianthus spp. postentry certification requirements;
- Page 4-257: Added Turkey as prohibited for Leucanthemella serotina;added cross-reference to certification conditions for postentry countries; and
- Page 4-323: Added Turkey as prohibited for Nipponanthemum nipponicum; added cross-reference to certification conditions for postentry countries.
Miscellaneous and Processed Products: The following changes have been made to the Miscellaneous and Processed Products Manual (here) to reflect up-to-date information:
- Table 3-8 Bags, bagging, and covers that held or covered cotton - 7 CFR § 319.75 as amended by Docket # APHIS-2013-0079 has been added to the first cell in the Authority column; NEW footnote #1
