APHIS Updates PPQ Manuals for Jan. 26

The Animal and Plant Health Inspection Service announced changes Jan. 26 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Plants for Planting: The Plants for Planting Manual (here) has been updated, 01/2015-32, to add information on Federal Order DA-2015-01, effective January 26, 2015, for U.S. Imports of Potatoes from Prince Edward Island (PEI), Canada to Prevent the Entry or Introduction of Synchytrium endobioticum, the Causative Agent of Potato Wart. Other revisions unrelated to the Federal Order have been made in the manual. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:

  • Page 2-13: Added the Canadian phytosanitary certificate additional declaration requirements for seed potato imports from Prince Edward Island (PEI);
  • Page 2-38: Added Federal Order effective January 26, 2015 to the list;
  • Page 4-5: Added cross references to Acer japonicum and Acer palmatum;
  • Page 4-7: Added requirements for Acer japonicum from the Netherlands;
  • Page 4-9: Added requirements for Acer palmatum from the Netherlands;
  • Page 4-159: Changed Dioscorea spp. to require T202d for all propagules except seeds
  • Page 4-334: Added cross-reference to Phelipanche aegyptiaca;
  • Page 4-358: Added Phelipanche aegyptiaca; and
  • Page 4-451: Added cross reference to Solanum tuberosum from PEI for Federal Order conditions for entry.

FAVIR. The Fruits and Vegetables Import Requirements database (here) has been updated to align with Federal Order DA-2015-01, effective January 26, 2015. The Federal Order is to prevent the entry or introduction of Synchytrium endobioticum, the causative agent of potato wart, on potatoes from Prince Edward Island, Canada.

Canadian Border: The Canadian Border Agricultural Clearance Manual (here) has been revised to do the following:

  • Add Canadian phytosanitary certificate additional declaration requirements for seed potato imports from Prince Edward Island (PEI)
  • Replace lists of areas of Canada regulated for Potato Cyst Nematodes (PCN) by the Canadian Food Inspection Agency (CFIA) with links to the CFIA website list of PCN regulated areas
