APHIS Updates PPQ Manuals for Jan. 29
The Animal and Plant Health Inspection Service announced changes Jan. 29 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Treatment Manual: The USDA APHIS PPQ Treatment Manual (here) has been revised for the following reasons:
- Add photographs and additional guidelines for fumigating bamboo using T404-d
- Add treatment schedule T511-2, chemical treatment of citrus fruit for citrus canker
Changes, indicated by black change bars, are located on pages 5-5-19 through 5-5-21 and 5-6-10.
Miscellaneous and Processed Products: The following changes have been made to the Miscellaneous and Processed Products Manual (here) to reflect up-to-date information:
Chapter 3 Reference
- Table 3-157 Wood and wood products OTHER THAN cork, sawdust, tree fern labs, or wood shavings locator - content has been added to the eighth cell of the first column (If the product is:)
Fruits and Vegetables. The Fruits and Vegetables Manual (here) and the Fruits and Vegetables Import Requirements (FAVIR) database (here) have been revised to update the ports of entry for fresh banana fruit from the Philippines. Final rule APHIS-2013-0045 allows entry into the ports of Guam, Hawaii, and the Northern Mariana Islands.
Canadian Border: The Canadian Border Agricultural Clearance Manual (here) has been revised to remove Hyland Seed Quality Laboratory from the list of laboratories authorized to issue Seed Analysis Certificates. The change, indicated by a black change bar in the left page margin, is on page D-2 of Appendix D: Approved Establishments.
