APHIS Updates PPQ Manuals for April 14

The Animal and Plant Health Inspection Service announced changes April 14 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Plants for Planting: The Plants for Planting Manual (here) has been updated, 04/2015-35; changes made relate to the 5th/6th Periodic Amendment revision currently in effect or align with 7 CFR 319.37. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:

  • Page 4-89: Removed from Castanopsis orthacantha, a permit requirement for CA and OR
  • Page 4-96: Added a permit requirement to Chaenomeles spp.
  • Page 4-119: Added separate entry for seeds of Cocos nucifera and added requirements; deleted all progagules; added entry for all propagules except seeds
  • Page 4-132: Added to Crocosmia spp. the names of countries from which bulbs in commercial shipments are not prohibited; moved the names of other prohibited from countries to separate lines; added additional declaration (A.D.) requirement for 2 countries; added bulbs are excluded from postentry requirement; added names of countries that are not postentry
  • Page 4-142: Added a permit requirement to Cydonia spp.
  • Page 4-214: Added to Gladiolus spp. the names of countries from which bulbs in commercial shipments are not prohibited; moved the names of other prohibited from countries to separate lines; added A.D. requirements for 2 countries; added bulbs excluded from postentry requirements; added names of countries that are not postentry
  • Page 4-282: Added a permit requirement to Malus spp.
  • Page 4-371: Removed Planera spp.
  • Page 4-388: Removed 2 permit requirements from Prunus spp. seeds
  • Page 4-422: Added A.D. requirement to Rubus spp.
  • Pages 4-424 and 4-425: Added A.D. requirement to Rubus spectabilis
  • Page 4-496: Removed from Ulmus spp., a permit requirement for CA, NV, OR
  • Page 4-507: Removed permit requirement for CA, NY, OH, OR, WA from Vitis spp.
  • Page 4-508: Added to Watsonia spp., bulbs in commercial shipments are not prohibited from Brazil, France, Italy, Malta, Mauritius, Portugal; moved the names of other prohibited countries to separate lines; A.D. requirement for 2 countries; added bulbs are excluded from postentry requirements
  • Page 4-519: Removed Zelkova spp.
