BIS Issues Final Rule to Tackle 2014 Wassenaar Agreements

The Commerce Department’s Bureau of Industry and Security issued a final rule (here), effective May 21, to revise the Commerce Control List in accordance with U.S. commitments made at the Wassenaar Arrangement’s 2014 plenary meeting. Changes affect dual-use goods and technologies, including spacecraft equipment, technology for fly-by-wire/flight-by-light systems, machine tools, optical equipment for military use and fiber laser components. The final rule removes “obsolete” vessel controls and revises controls on Unmanned Aerial Vehicles, commonly known as drones. BIS is updating more than 40 Export Control Classification Numbers.
