APHIS Updates PPQ Manuals for July 24
The Animal and Plant Health Inspection Service announced changes July 24 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Animals: The following changes have been made to the Animal Product Manual (here) to reflect up-to-date information and corrections:
Chapter 2-2 Procedures Clearing Regulated Cargo
- Table 2-2-9 Action to Take on Cargo When Authorizing a Shipment to an Approved Establishment, Approved Warehouse, or Approved Rapid Defrost Facility language has been added to the fourth and fifth cells in the second column (And the importation is:) and added to the fifth cell of the last column (Then:)
Chapter 2-3 Procedures Clearning Regulated Passenger Baggage
- Table 2-3-6 Determine if Meat is Hermetically Sealed and Shelf Stable Based on Contents Inspection language has been deleted from footnote #2
Chapter 2-4 Special Procedures
- Page 2-4-1 under Contents heading links have been updated
- Table 2-4-3 Determine Action to Take on Mail Importations bottom cells have been revised
- Page 2-4-10 Straw, Hay, and Grass heading and contents have been deleted
- Page 2-4-10 under Importation Authorized Entry by VS Permits heading content in the first paragraph has been revised
- Page 2-4-14 under Processing Importations Authorized Entry by a VS Permit heading content has been deleted from second Notice box
- Page 2-4-14 NEW Notice box has been added
Chapter 3-8 Fomites
- Page 3-8-7 in paragraph after Notice box language has been revised
- Table 3-8-6 Straw, Hay, and Grass from Countries OTHER THAN Canada or Mexico table title has been revised
Chapter 3-14 Milk and Milk Products
- Page 3-14-2 under Cultured Milk Products heading footnote #1 and #2 have been deleted; language has been added after "Yogurt"
- Page 3-14-3 Notice box at the bottom of the page language has been deleted
- Page 3-14-4 Notice box in the middle of the page language has been revised
- Table 3-14-2 Milk or Milk Products NOT Authorized by a VS Permit NEW footnote indicator #2 has been added in the third cell of the first column (If the milk or milk product is:); NEW footnote #2 has been added to the table
- Table 3-14-4 Non-Shelf-Stable Milk and Milk Products footnote #1 indicator has been added to "eggnog" in the first cell of the first column (If:); NEW footnote #1 has been added
- Table 3-14-5 Sweetened Milk Products with Sugar Listed as an Ingredient footnote #1 indicator has been added to "eggnog" in the first cell of the first column (If the product is:); NEW footnote #1 has been added
Chapter 3-17 Ruminant Products
- Page 3-17-27 under Step 1: Ensure Movement to an APHIS-Approved Defrost Facility heading language has been added to the first and second bullets
Chapter 3-18 Semen, Ova, and Embryos
- Table 3-18-1 Matching a VS Permit With Shipping Documents content has been added to #2 and #3 in the second and third cells of the last column (Then:)
Chapter 3-19 Swine Products
- Figure 3-19-6 APHIS-Approved Spanish Serrano Ham Processing Plants Esteban Espuna S.A. has been added
Appendix G Certificates and Forms
- Page G-1-2 under Contents heading "Forms from the Netherlands" and "Veterinary Certificate Regarding Export of Egg Products for Human Consumption from the Netherlands to the USA" has been added to the chapter contents
