The Obama administration's Export Control Reform, the regulatory process underway to transfer control of dual-use items from State to the Commerce Department, has fueled a significant decrease in State export licensing, DDTC said months ago (see 1504130021). State received roughly 3,600 cases in August and closed nearly 3,800. The processing time decreased from 27 days in June to 26 in July, but that number has risen over the past year.
