APHIS Updates PPQ Manuals for March 16

The Animal and Plant Health Inspection Service announced changes March 16 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Treatment Manual: The USDA APHIS PPQ Treatment Manual (here) has been revised for the following reasons:

  • Add mitigation measures for domestic movement of regulated fruit outside of the quarantine areas for citrus black spot (CBS) and sweet orange scab (SOS) (Federal Orders DA-2013-13 and DA-2012-09)
  • Correction: T202-d
  • Clarification: T404-b-4
  • Correction: Add a company to the list of temperature recorders for hot water immersion treatments

Changes, indicated by a black change bar in the left margin of the page, are on pages 5-8-27 through 5-8-30, 5-3-26, 5-5-15 and H-19.

Miscellaneous and Processed Products: The following changes have been made to the Miscellaneous and Processed Products Manual (here) to reflect up-to-date information:

Chapter 3 Reference

  • NEW Table 3-123 Fresh, cut fruit tables locator - NEW table has been added
  • NEW Table 3-124 Fresh, cut fruit processed in Canada - NEW table has been added
  • NEW Table 3-125 Fresh, cut fruit processed in Ghana - NEW table has been added
  • NEW Table 3-126 Fresh, cut fruit processed in Mexico - NEW table has been added
  • NEW Table 3-127 Fresh, cut fruit processed in the Western hemisphere - NEW table has been added
  • NEW Table 3-128 Fresh, cut fruit processed in ANY country - NEW table has been added

**All subsequent table numbering has been updated to reflect the addition of the above-named tables.

Fruits and Vegetables. The Fruits and Vegetables Manual (here) and the Fruits and Vegetables Import Requirements (FAVIR) database (here) have been revised to add the commodity sea buckthorn berry fruit (Hippophae rhamnoides) to the list of admissible commodities from Canada (7 CFR 319.56-10). Changes in the manual are located on pages 3-57, 3-45, and 3-82.

Plants for Planting: The Plants for Planting Manual (here) has been updated 03/2016-82.
Revisions are as follows:

  • Page 2-14: Revised documentation required for Canadian grown trees and shrubs produced in an area where gypsy moth is not known to occur (other than those that are greenhouse grown
  • Page 4-101: Removed Choisya ternata (covered under Choisya spp., prohibited from all countries, 7 CFR 319.19 and listed on page 4-100)
