State, White House Announce Additional North Korean Sanctions

The State Department and White House on this week announced several sanctions targeting North Korea’s Strategic Force and its "Workers' Party of Korea." According to State (here), North Korea's Strategic Force engaged or attempted to engage in activities or transactions that have contributed or could contribute to the proliferation of weapons of mass destruction or their delivery vehicles. The Strategic Force is also known as "Strategic Forces," "Strategic Rocket Force," "The Strategic Rocket Force Command of KPA," and "Strategic Rocket Force of the Korean People's Army."

Responding to Pyongyang's Feb. 7 ballistic missile launch and Jan. 6 nuclear test, President Barack Obama on March 17 expanded the scope of Executive Order 13466 (here), blocking transactions of all U.S. property and interests in U.S. property that "come within the control of any United States person of the Government of North Korea or the Workers' Party of Korea." These U.S. persons include those who have operated in North Korea's transportation, mining, energy or financial services industries; who have been involved in censorship by the North Korea Government or Workers' Party; or who have sold to or bought from the Workers' Party metal, graphite, coal, or software, "where any revenue or goods received may benefit the Government of North Korea or the Workers' Party of Korea," the order states. Obama also prohibited the exportation or reexportation from the U.S. or any U.S. person of any goods, services, or technology to North Korea; new investment in North Korea; and any approval, financing, facilitation, or guarantee by a U.S. person of an illicit transaction by a foreign person as defined by the order.
