Petition Filed for New AD/CV Duties on Ammonium Sulfate From China
PCI Nitrogen filed a petition on May 25 with the Commerce Department and International Trade Commission requesting new antidumping and countervailing duties on ammonium sulfate from China. Commerce will now decide whether to begin AD/CVD investigations on ammonium suflate, which is used as a fertilizer as well as in industrial applications.

Proposed Scope
The petition proposes the following scope for the investigations:
The merchandise covered by this petition is ammonium sulfate in all physical forms, with or without additives such as anti-caking agents. Ammonium sulfate, which may also be spelled as ammonium sulphate, has the chemical formula (NH4)2S04.
The scope includes ammonium sulfate that is combined with other products, including by, for example, blending (e.g., mixing granules of ammonium sulfate with granules of one or more other products), compounding (e.g., when ammonium sulfate is compacted with one or more other products under high pressure), or granulating (e.g., incorporating multiple products into granules through a slurry process). For such combined products, only the ammonium sulfate component is covered by the scope of this investigation.
Ammonium sulfate that has been combined with other products is included within the scope, regardless of whether the combining occurs in third countries.
Ammonium sulfate that is otherwise subject to this investigation is not excluded when commingled with ammonium sulfate from sources not subject to this investigation. Only the subject component of such commingled products is covered by the scope of this investigation.
The Chemical Abstracts Service ("CAS") registry number for ammonium sulfate is 7783-20-2.
The merchandise covered by this investigation is currently classifiable under Harmonized Tariff Schedule of the United States (HTSUS) subheading 3102.2 1 .0000. Although this HTSUS subheading and CAS registry number are provided for convenience and customs purposes, the written description of the scope of the investigation is dispositive.
Commerce Accepting Comments on Petition Support
The Commerce Department is accepting comments on domestic industry support for the petitions to determine whether the petitions meet the dual requirements of support by domestic producers or workers accounting for (1) at least 25% of the total production of the domestic-like product and (2) more than 50% of the production of the domestic-like product produced by that portion of the industry expressing support for, or opposition to, the petition. If the petitions meet these requirements, among others, Commerce will initiate antidumping and countervailing duty investigations. Comments are due by June 14.
