Recent AD/CV Scope Ruling Requests

The following new requests for antidumping and countervailing duty scope rulings were filed with the Commerce Department since International Trade Today's last update:

Oil Country Tubular Goods from China (A-570-943/C-570-944). Energy Alloys requests that Commerce find its ASTM A519 mechanical tubing is not subject to duties because the tubing is not used as either well casing or tubing, but is instead machined by downstream manufacturers into "a wide variety of downhole accessory components." Filed June 21.

Wooden Bedroom Furniture from China (A-570-890). Delta Enterprise Corporation asks that Commerce find its changing tables are outside the scope of duties because they are meant for use in nurseries, and are "not considered to be bedroom furniture" sold in sets "of a kind with the purview of the order." Filed June 20.

Wooden Bedroom Furniture from China (A-570-890). 36 & Main asks that Commerce find its Sallora sideboard chests are exempt from duties because sideboards are specifically excluded in the scope of the order. Filed June 10.

Passenger Vehicle and Light Truck Tires from China (A-570-016/C-570-017). American Omni requests clarification as to when a tire that is exempt from duties because it is of a size not listed in the Tire and Rim Association Yearbook becomes subject to duties because it is listed in the new edition of the yearbook. Filed June 3.

Multilayered Wood Flooring from China (A-570-970/C-570-971). Jiangsu Beier Decoration Materials asks that Commerce find its wood flooring with a top layer of veneer, a core of high-density fiberboard, and a bottom layer of melamine paper is not subject to duties because it only has one wood veneer. Filed May 27.
