Recent AD/CV Scope Ruling Requests

The following new requests for antidumping and countervailing duty scope rulings were filed with the Commerce Department since International Trade Today's last update:​

Aluminum Extrusions from China (A-570-967/C-570-968). E-Z-Up requests a scope ruling that its "highly engineered collapsible shelter frames" are not subject to AD/CV duties because they fall under either the "finished merchandise" or "finished goods kit" exemptions. Filed March 7.

Aluminum Extrusions from China (A-570-967/C-570-968). The Aluminum Extrusions Fair Trade Committee asks that Commerce find extruded aluminum pallets made from 6-series aluminum alloys are covered by AD/CV duties. Filed March 3.

Multilayered Wood Flooring from China (A-570-970/C-570-971). CFL Flooring (China) Co, Ltd., seeks a scope ruling that its hybrid flooring with a wood veneer glued to a composite layer is not subject to AD/CV duties because it has only two layers, and that its hybrid flooring with a wood veneer glued to a composite layer that is glued on top of a cork underlay should be considered exempt two-layer flooring because the cork layer does not have any structural properties. Filed March 2.

Boltless Steel Shelving Units Prepackaged for Sale from China (A-570-018/C-570-019). Grainger International asks that Commerce find its metal storage cabinets and bookshelves are not subject to AD/CV duties because they are not racks, lack structural supports found in racks and, for the storage cabinets, include additional components not found in racks like doors and hinges. Filed Feb. 28.

Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From China (A-570-979/C-570-980). Solartonic requests Commerce find its solar panels are not subject to duties because they are custom made and exclusively a Solartonic product and the pricing is solely for Solartonic, so they are not commodity products. Filed Feb. 28.
