Recent AD/CV Scope Ruling Requests

Hand Trucks from China (A-570-891). Makita U.S.A. seeks a scope ruling that its trolleys designed to carry interlocking tool cases are not covered by AD duties because its bottom platform is three inches above the ground and is incapable of sliding under a load. Filed Aug. 31.
Corrosion-Resistant Steel Products from South Korea (A-580-878/C-580-879). American Pan Company asks that Commerce find its fluoropolymer-coated cut sheets, used to manufacture non-stick baking pans, muffin trays and related bakeware and cookware products, are not subject to AD/CV duties because they undergo processing in the United Kingdom before importation into the U.S. Filed Aug. 21.
Circular Welded Non-Alloy Steel Pipe from Mexico (A-201-805). Productos Laminados de Monterrey S.A. de C.V. requests that Commerce find its galvanized mechanical tube is exempt from AD duties because the AD duty order specifically exempts mechanical tube. Filed Aug. 17.
Aluminum Extrusions from China (A-570-967/C-570-968). Worldwide Door Components asks that Commerce find its fully assembled door thresholds are exempt from AD/CV duties because they qualify for the "finished merchandise" exemption. Filed Aug. 3.
Tissue Paper Products from China (A-570-894). Dollar General seeks a scope ruling that its honeycomb tissue paper greeting cards are not subject to AD duties because the tissue paper is permanently incorporated into the greeting card and cannot be used as sheets. Filed July 28.
