Comcast and Cox Communications. WJAL sold its spectrum in the incentive auction and is now the sharer in a channel sharing arrangement with WUSA Washington, the order said. Comcast opposed the market modification, arguing it was an improper use of the channel sharing rules, but the bureau ruled the FCC had “explicitly determined” that broadcaster relocations could be a basis to seek market modification.
