Recent AD/CV Scope Ruling Requests

The following new requests for antidumping and countervailing duty scope rulings were filed with the Commerce Department since International Trade Today's last update:​

Aluminum Extrusions from China (A-570-967/C-570-968). Columbia Aluminum Products asks that Commerce find its door thresholds consisting of both an aluminum extrusion and a plastic extrusion qualify for the "finished merchandise" exemption from aluminum extrusions duties. Filed March 14.

Aluminum Extrusions from China (A-570-967/C-570-968). Waters Corporation seeks a scope ruling that its actuator housing assemblies with an extruded aluminum housing and components of other materials, imported ready for assembly without further processing, qualify for the "finished goods kit" exemption from aluminum extrusions duties. Filed March 7.

Passenger Vehicle and Light Truck Tires from China (A-570-016/C-570-017). Cheng Shin Rubber USA, Inc., dba Maxxis International, seeks a ruling that its radial tires stamped as for temporary use are exempt from AD/CV duties. Filed Feb. 27.

Wooden Bedroom Furniture from China (A-570-890). Whalen seeks a scope ruling that its bookcases with shutters are not subject to AD duties because they are not bedroom furniture. Filed Feb. 23.

Diamond Sawblades and Parts Thereof from China (A-570-900). Lyke Industrial Tools asks that Commerce find its diamond sawblades and cupwheels are not subject to AD duties because they don't meet minimum hardness requirements and, in the case of the cupwheels, aren't sawblades. Filed Feb. 23.

Aluminum Extrusions from China (A-570-967/C-570-968). Schletter Inc. asks that Commerce find its grounding clamps used in solar panel racking systems, made from aluminum extrusions and stainless steel components, qualify for the "finished merchandise" exemption from aluminum extrusions duties. Filed Feb. 23.

Passenger Vehicle and Light Truck Tires from China (A-570-016/C-570-017). Horizon Tire requests Commerce find its tires are not subject to AD/CV duties because they are not of sizes listed in the Tire and Rim Association yearbook. Filed Feb. 20.

Diamond Sawblades and Parts Thereof from China (A-570-900). Robert Bosch Tool Corporation asks that Commerce find its Dremel Saw-Max SM-20 power tool with one diamond sawblade is not covered by AD duties because the scope does not cover saws imported with blades. Filed Feb. 15.

Wooden Bedroom Furniture from China (A-570-890). Basset Mirror Company seeks a scope ruling that its hall chests intended for use in public areas are not subject to AD duties because they are not bedroom furniture. Filed Feb. 2.

Citric Acid and Certain Citrate Salts from China (A-570-937/C-570-938). Boston International requests Commerce find its disodium citrate sesquihydrate is not subject to AD/CV duties because the sesquihydrate form of water molecule and the dibasic form of sodium are not included in the language of the scope. Filed Jan. 29.

Non-Malleable Cast Iron Pipe Fittings from China (A-570-875). Westinghouse Air Brake Technologies Corporation requests Commerce find its branch pipe tees are not covered by AD duties because they do not meet the definition of pipe tees in the scope. Filed Jan. 29.

Aluminum Extrusions from China (A-570-967/C-570-968). VIP Crowd Control seeks a scope ruling that its pipe and drape sets used to form displays or booths at conferences qualify for the "finished goods kit" exemption from aluminum extrusions duties. Filed Jan. 26.

Aluminum Extrusions from China (A-570-967/C-570-968). Jiaxing Pacific Solartech, Inc. requests Commerce find its solar panel frame mounting kits qualify for the "finished goods kit" exemption from aluminum extrusion duties. Filed Jan. 19.

Artist's Canvas from China (A-570-899). Que Media seeks a scope ruling that its woven fabric banners are not covered by AD duties because they are not artist's canvases, are not primed or gesso coated, and cannot be used with paint or a paintbrush. Filed Jan. 17.

Citric Acid and Certain Citrate Salts from China (A-570-937/C-570-938). Boston International requests Commerce find its citric acid blends are not subject to AD/CV duties because the unblended citric acid constitutes less than 40 percent of the weight of each blend. Filed Jan. 17.
