It said Universal Service Administrative Co. will use the NV in the states to re-verify existing Lifeline subscriber eligibility, with ineligible persons de-enrolled. Hawaii, Idaho, New Hampshire, North Dakota, South Dakota and Guam are also in a soft launch. Consumers aren't able to access the verifier until hard launch, which has occurred in Colorado, Mississippi, Montana, New Mexico, Utah and Wyoming.
