Glycine: Commerce Issues AD Duty Final Determinations for India and Japan
The Commerce Department issued its final determinations in the antidumping duty investigations on glycine from India (A-533-883) and Japan (A-588-878).

The next step is for the International Trade Commission to make its final injury determination, currently scheduled for June 10. If the ITC finds injury, Commerce will issue an AD duty order and duties will be made permanent. If the ITC finds no injury, the investigation will be terminated and all cash deposits will be refunded.
Commerce also issued final determinations in its concurrent countervailing duty investigations on glycine from India and China (see 1904300035). The agency is indefinitely postponing AD/CV duty investigations on glycine from Thailand while it considers transshipment allegations made in a concurrent CBP Enforce and Protect Act AD/CVD evasion investigation (see 1904300037).
AD Suspension of Liquidation and Cash Deposit Requirements
Commerce will instruct CBP to suspend liquidation for all entries of subject merchandise that are entered, or withdrawn from warehouse, on or after the dates listed below, and require cash deposits at the following rates:

*As adjusted for export subsidies found in the concurrent CV duty investigation. Suspension of liquidation is currently not in effect for CV duty purposes, so for now the non-adjusted rate applies. If Commerce issues a CV duty order on glycine from India and again requires CV duty cash deposits, the adjusted rate will take effect for AD duty cash deposit purposes.
