NTIA concedes there's no risk of imminent irreparable injury since the planned L-band terrestrial network is at least 18 months off, so its petition really seeks "a lockdown of the FCC’s process and puts at risk progress on spectrum developments that hinder 5G and destabilize FCC decision making," it said.
