EPA Sets SNURs for 16 Chemicals
The Environmental Protection Agency issued a final rule setting new significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for 16 chemical substances that were the subject of premanufacture notices (PMNs). As a result of the SNURs, persons planning to manufacture, import or process any of the chemicals for an activity that is designated as a significant new use by this rule are required to notify EPA at least 90 days in advance. Importers of chemicals subject to these SNURs will need to certify their compliance with the SNUR requirements, and exporters of these chemicals will now become subject to export notification requirements. The final rule takes effect Aug. 10.

The SNURs cover the following chemical substances:
- Polymer of polyethylene polyamine and alkanediol diglycidyl ether (generic).
- Triarylalkyl phosphonium halide salt (generic).
- Oxirane, 2-methyl-, polymer with oxirane, mono(2-butyloctyl) ether.
- Oxirane, 2-methyl-, polymer with oxirane, mono(2-hexyldecyl) ether.
- Oxirane, 2-methyl-, polymer with oxirane, mono(2-octyldodecyl) ether.
- Oxirane, 2-methyl-, polymer with oxirane, mono(2-decyltetradecyl) ether.
- Oxirane, 2-methyl-, polymer with oxirane, mono(2-dodecylhexadecyl) ether.
- Oxirane, 2-methyl-, polymer with oxirane, mono(2-tetradecyloctadecyl) ether.
- Alkyl tri dithiocarbamate tri salt (generic).
- Methacrylic acid heterocyclic alkyl ester (generic).
- Alkylnitrile imidazole (generic).
- Crosslinked polymer of alkyl acrylamides, acrylate esters, and alkyl acrylamide sulfonate salt (generic).
- Propane, 1,1,1,3,3,3-hexafluoro-2-methoxy-.
- Heteromonocycle, alkenyl alkyl (generic).
- Phosphonium, tributylethyl-, diethyl phosphate (1:1). 7
