EU General Court Issues 4 Judgments on Syria Sanctions Annulment Applications

The EU General Court issued judgments Nov. 24 in four Syria sanctions annulment applications. The court annulled Bashar Assi's and Khaldoun Al Zoubi's listings, noting the EU had failed to show that either man was a leading businessperson or associated with the regime when the sanctions acts were enacted, the opinion said.

The General Court dismissed Samer Foz's application for annulment, finding that the council had properly shown that he is an influential businessperson in Syria, particularly due to his involvement in the Marota City development project through two companies, Foz for Trading and Aman Holding. The court also dismissed the application by Aman Dimashq JSC, which was rooted in procedural complaints, all rejected by the court.
