US Should Move Forward With Magnitsky Sanctions Against Hikvision, Tech Expert Says
The U.S. and allies should impose Magnitsky-style sanctions against Chinese artificial intelligence surveillance company Hikvision for its role in human rights violations, said Dahlia Peterson, a research analyst at Georgetown University's Center for Security and Emerging Technology. Although the sanctions would “inflame” U.S.-China tensions, Peterson said they would help increase economic pressure on the company, which is already on the Commerce Department’s Entity List.

“It would really hurt Hikvision’s ability to do business abroad,” Peterson said during a Sept. 12 Brookings Institution event, noting about 27% of the company's revenue comes from foreign business. “Companies and banks would not want to touch Hikvision if they had Magnitsky sanctions placed on them.” Peterson previously urged the U.S. to impose the sanctions, which she said could help deter other companies from supporting China's surveillance of Uyghurs in the Xinjiang province (see 2206070013). The Financial Times in May said the Biden administration was planning to impose the sanctions against Hikvision (see 2205040009).
