Canada Softwood Lumber: Prelim Results of AD/CVD Admin Reviews
The Commerce Department on Jan. 26 released the preliminary results of its antidumping and countervailing duty administrative reviews on softwood lumber products from Canada (A-122-857/C-122-858). In the final results of this review, Commerce will set AD duty and CVD assessment rates for subject merchandise for the companies under review entered Jan. 1, 2021, through Dec. 31, 2021.

Only the exporters for which an administrative review was requested are covered by these reviews. Cash deposit rates for all other exporters will not change. Commerce has ordered liquidation “as entered” for entries during the period of review from all exporters for which a review was not requested (ADCVDWeb Messages # 2116403, 1098416).
In its CV duty preliminary results, Commerce is also ending the review for 66 companies for which the review was withdrawn or that had no reviewable entries during the review period. See the notice for the lists of these companies. It also preliminarily determined that North American Forest Products Ltd. had no shipments during the review period, but it will remain subject to the review. Commerce will liquidate entries from the 66 companies "as entered."
AD Duty Cash Deposit Requirements
New AD duty cash deposit requirements may take effect beginning on the date of publication of the AD duty final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

CV Duty Cash Deposit Requirements
New CV duty cash deposit requirements may take effect beginning on the date of publication of the CV duty final results in the Federal Register. Commerce preliminarily calculated the following CV duty cash deposit rates:

No shipments. Commerce preliminarily found the other 51 companies under review did not have any exports to the U.S. during the period of review. The review for these companies was rescinded. Only the preliminary no shipments determination for North American Forest Products will remain under review. If the North American finding is confirmed in the final results, its cash deposit rates will not change in this review, and any entries under its case number between Jan. 1, 2021, and Dec. 31, 2021, will be assessed CV duties at the “all others” rate.
Assessment Rates for Entries in January-December 2021
If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Canfor and West Frasier and their affiliates during the period Jan. 1, 2021, through Dec. 31, 2021, will be assessed AD duties at importer-specific rates. Importers from the other companies under review will be assessed AD duties at the rates listed above. In the final results, Commerce will also set CV duty assessments for importers of subject merchandise entered in calendar year 2021.
