UK Drops 1 From Russia Sanctions List, Adds New Export Licensing Ground
The U.K. removed Irish journalist Brian McDonald from its Russia sanctions regime. The Office of Financial Sanctions Implementation also amended information for Igor Viktorovich Makarov, president of ARETI International Group, and struck a duplicate entry for Minsk Wheel Tractor Plant.

Separately, OFSI added a licensing ground for the provision of critical energy supplies under its Russia sanctions regime. Updating its guidance page on the restrictions, OFSI said a license can be granted for the "export, making available, supply or delivery of energy related goods if it is necessary for ensuring critical energy supply to any country." The licensing ground also covers the provision of services if needed for ensuring critical energy supply.
