Commerce said it made certain changes to the way it calculated the rates assigned to the two mandatory respondents, Maquilacero and Prolamsa, which affected the rate for the 10 other companies subject to the review that were not individually examined. In all cases the rates are lower than in the preliminary results.
New Cash Deposit Rates Take Effect April 9
For entries on or after April 9, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for the following companies:
Exporter | AD Rate |
---|---|
Maquilacero S.A. de C.V. | 5.06% |
Productos Laminados de Monterrey S.A. de C.V. (Prolamsa) | 2.28% |
Aceros del Toro S.A. de C.V. | 3.28% |
Aceros El Fraile S.A. de C.V. | 3.28% |
Border Assembly S. de R.L. de C.V. | 3.28% |

For exporters of subject merchandise that were not under review (i.e., all except the 12 companies listed in the table above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate of 4.91% applies.
Assessment Rates for Entries September 2021 - August 2022
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries Sept. 1, 2021, through Aug. 31, 2022. For entries from Maquilacero and Prolamsa, Commerce is calculating importer-specific AD rates. Commerce will assess AD at rates listed above for the other companies subject to this review.
(The review period is 09/01/21 - 08/31/22. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2310040027 for a summary of the preliminary results of this administrative review.)
