India Lined Paper: Final Results of AD Admin Review
The Commerce Department has released the final results of the antidumping duty administrative review on lined paper products from India (A-533-843). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Sept. 1, 2021, through Aug. 31, 2022.

For exporters of subject merchandise that weren't under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 3.91% applies.
Commerce said it made no changes to the rates calculated in the preliminary results.
New Cash Deposit Rates Take Effect April 15
For entries on or after April 15, the date these final results are set to be published in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by eight companies, as follows:

No shipments. Commerce also confirmed its preliminary determination that JC Stationery (P) Ltd and M/s. Bhaskar Paper Products had no shipments during the review period. AD cash deposit rates for these companies will not change as a result of this review. Any subject merchandise entered under their AD case numbers will be liquidated at the 3.91% all-others rate, or -- for any existing entries of merchandise produced by JC Stationery and Bhaskar, but exported by other parties -- at the rate for the intermediate reseller, if available.
Assessment Rates for Entries September 2021 - August 2022
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Sept. 1, 2021, and Aug. 31, 2022. For entries from Navneet, Commerce will order liquidation without regard to duties, and for entries from ITC Limited, Commerce is calculating importer-specific AD rates. Commerce will assess AD on entries from the other companies subject to this review at the rates listed above.
