Boltless Steel Shelving: Commerce Issues AD Duty Final Determinations 4 Countries, Not India

The Commerce Department issued its final determinations in the antidumping duty investigations on boltless steel shelving from Malaysia (A-557-824), Taiwan (A-583-871), Thailand (A-549-846) and Vietnam (A-552-835). Cash deposit rates set in these final determinations take effect April19.

Commerce also issued a negative final determination for boltless steel shelving from India (A-533-914), finding no dumping by exporters from the country. Commerce also found no dumping in its preliminary determination, so liquidation was never suspended on boltless steel shelving from India, and cash deposits weren't collected. The agency won't issue an AD order on boltless steel shelving from India.

Commerce also calculated a zero percent AD rate for Siam Metal Tech Co., Ltd. in its final determination for Thailand. As a result, Siam Metal will be exempt from any AD order issued in connection with Commerce's investigation on boltless steel shelving from Thailand, and isn't subject to any suspension of liquidation or cash deposit requirement.

The next step is for the International Trade Commission to make its final injury determinations, currently scheduled for May 28, according to an ITC fact sheet. If the ITC finds injury, Commerce will issue AD duty orders and duties will be made permanent. If the ITC finds no injury, the investigations will be terminated and all cash deposits will be refunded.

Commerce will instruct CBP to continue to suspend liquidation for AD duty purposes and collect cash deposits for subject merchandise entered on or after the dates listed below, and set cash deposit rates as follows, beginning April 19:
