New Cash Deposit Rates Take Effect May 1

For entries on or after May 1, the date these final results were published in the Federal Register, Commerce is setting new AD cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

ExporterAD Rate
Jiangsu Senmao Bamboo and Wood Industry Co., Ltd.19.78%
Dalian Deerfu Wooden Product Co., Ltd.19.78%
Dalian Jaenmaken Wood Industry Co., Ltd.19.78%
China-wide entity85.13%

Review average rate. The 19.78% review average rate applies to two companies that demonstrated independence from state control but were not individually reviewed. They are: Dalian Deerfu Wooden Product Co., Ltd. and Dalian Jaenmaken Wood Industry Co., Ltd.

No shipments. Commerce found 21 companies did not have any exports to the U.S. during the period of review. The cash deposit rates currently in effect for these companies will not change, and any entries reported to be from these companies will be assessed duties at the China-wide rate. See Commerce's notice, Appendix II, for a full list.

China-wide entity. Commerce found 21 companies did not demonstrate independence from state control and are part of the China-wide entity, with a rate of 85.13%. The companies are listed in Appendix III of the notice.

Assessment Rates for Entries December 2021 - November 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2021, and Nov. 30, 2022. Entries from Jiangsu Senmao will be liquidated at importer-specific rates, and entries from the other companies under review will be liquidated at the rates listed above.

(The review period is 12/01/21 - 11/30/22. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2312220018 for a summary of the preliminary results of this administrative review.)
