CBP Intends to Distribute FY24 AD/CV Revenues to Affected Domestic Producers

CBP intends to distribute assessed antidumping or countervailing duties for FY 2024 under the Continued Dumping and Subsidy Offset Act of 2000 (CDSOA), it said in a notice. Certifications to obtain a continued dumping and subsidy offset under a particular AD/CVD order or finding must be received by July 30.

CDSOA, known as the Byrd Amendment, requires that the revenues from AD/CVD assessed on or after Oct. 28, 2000, be distributed on an annual basis to the affected domestic producers for specified qualifying expenditures. Although the Byrd Amendment has been repealed, all duties on entries of goods made and filed before Oct. 1, 2007, will still be distributed.

CBP lists the applicable AD/CVD case names and numbers, subject product and country, and the names of the affected domestic producers associated with each order that are potentially eligible to receive a distribution. The document also provides instructions for affected domestic producers to file certifications to claim a distribution.
