Canada Softwood Lumber: Amended Final Results of AD Admin Review

The Commerce Department is amending the final results published Aug. 19 of the antidumping administrative review on softwood lumber products from Canada (A-122-857/C-122-858). The agency agreed with West Fraser Mills Ltd., which pointed out a ministerial, or unintentional, error in a calculation Commerce used in arriving at the AD rates, after the final results for setting assessments of AD/CVD on importers for subject merchandise entered Jan. 1, 2022, through Dec. 31, 2022, were published.

When Commerce corrected the ministerial error, the rate for West Fraser Mills was lowered from 5.32% to 5.04%. Since West Fraser Mills was a mandatory respondent, its rate was factored into the rate calculated for the non-individually examined companies. That review average rate, which applies to 241 companies, was therefore also recalculated and resulted in a lowering of the original final result rate of 7.8% to the amended 7.66% AD rate.

The rate for the other mandatory respondent in the AD review, Canfor Corporation, is unchanged.

Commerce will calculate importer-specific rates for entries from West Fraser Mills based on the new 5.04% AD rate. That new rate and the rate for the average rate companies are applicable for cash deposit purposes beginning Sept. 24.
