EPA Proposes New SNURs for 30 Chemicals

EPA may require manufacturers, importers and exporters of 30 chemical substances that are subject to premanufacture notices or microbial commercial activity notices under the Toxic Substances Control Act (TSCA) to notify the agency at least 90 days ahead of time, it said in a notice on the proposed significant new use rules (SNUR).

The chemical substances received “not likely to present an unreasonable risk” determinations pursuant to TSCA. Nonetheless, the SNURs require those intending to manufacture (defined by statute to include import) or process any of these chemical substances for an activity proposed as a significant new use by this rulemaking to notify EPA at least 90 days before commencing that activity. The lead time will enable the agency to evaluate the conditions of use for that chemical substance, the agency said. Manufacturers and importers wouldn't be able to process that chemical substance designated for new use until after EPA has made a determination on the activity and whether the significant new use conforms with the TSCA.

EPA will accept comments on these proposed SNURs through Oct. 28.
