China Wood Flooring: Amended Final Results of AD Admin Review
The Commerce Department is amending the Aug. 5, 2019, final results of an antidumping duty administrative review on multilayered wood flooring from China (A-570-970) based on the final decision in a court case challenging those final results. Commerce calculated a revised AD rate for exporters that were eligible for a separate rate but not selected for individual examination, changing it from 42.57% to 31.63%. The new rate is applicable Sept. 28, 2024.

The administrative review covered entries during the period Dec. 1, 2016, through Nov. 30, 2017.
Because each of the separate rate respondents not individually examined has a superseding cash deposit rate, i.e., there have been final results published in a subsequent administrative review, Commerce will not issue revised cash deposit instructions to CBP, and the current cash deposit rate for these companies won't change. See the Appendix in the notice for a list of the applicable separate rate respondents.
The notice said that Commerce remains, at this time, "enjoined from liquidating entries that were exported by the non-individually-examined companies, and were entered, or withdrawn from warehouse, for consumption during the period December, 1, 2016 through November 30, 2017. These entries will remain enjoined pursuant to the terms of the injunction during the pendency of any appeals process."
