South Korea OCTG: Prelim Results of AD Admin Review

The Commerce Department has released the preliminary results of its antidumping duty administrative review on oil country tubular goods from South Korea (A-580-870). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from six producers and exporters that was entered September 2022 through August 2023.

Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review (i.e., all except the 15 listed in Commerce's notice) (ADCVDWeb Message # 3355413).

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for the following companies, beginning on the date of publication of the final results in the Federal Register.

Average rate. Commerce is not individually investigating four companies subject to this review, and instead preliminarily assigned them an average of rates assigned the two individually investigated companies, NEXTEEL and SeAH. Since NEXTEEL has a zero percent rate, the selected average is the rate assigned to SeAH. Those companies are: AJU Besteel Co., Ltd.; Hyundai Steel Company; Husteel Co., Ltd.; and ILJIN Steel Corporation.

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered between Sept. 1, 2022, and Aug. 31, 2023. If these preliminary results are confirmed in the final results, importers of subject merchandise from NEXTEEL won't be assessed AD, and subject merchandise from SeAH during the period of review will be assessed AD at importer-specific rates. Entries of subject merchandise from all other companies subject to this review will be liquidated at the rates listed above.
