India Steel Threaded Rod: Final Results of AD Admin Review

The Commerce Department released the final results of the antidumping duty administrative review on carbon and alloy steel threaded rod from India (A-533-887). These final results will be used to set final assessments of AD on importers of subject merchandise entered April 1, 2022, through March 31, 2023.

In addition, Commerce upheld its preliminary determination to rescind the review for 83 companies that had no reviewable, suspended entries of subject merchandise during the review period. See Appendix III of the final notice for a complete list of these companies.

New Cash Deposit Rates Take Effect Oct. 15

For entries on or after Oct. 15, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for some companies, as follows:

Average Rate. Commerce didn't individually investigate 27 companies subject to this review and instead assigned them the average of the rates assigned to the individually investigated companies, Mangal Steel and Shree Luxmi Fasteners. With Mangal Steel having a zero percent rate, the non-individually examined companies were assigned the rate of the other mandatory repondent, Shree Luxmi Fasteners.

For exporters of subject merchandise that were not under review (i.e., all except the 29 companies listed), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate applies, i.e., zero percent, the all-others rate established in the less-than-fair-value investigation.

Assessment Rates for Entries April 2022 - March 2023

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between April 1, 2022, and March 31, 2023. Commerce will liquidate entries from Mangal Steel without regard to AD, and entries from Shree Luxmi Fasteners at importer-specific AD rates. Commerce will assess AD at the rates listed above for the other companies subject to this review.
