Thailand Truck and Bus Tires: Commerce Issues AD Duty Final Determination

The Commerce Department has issued its final determination in the antidumping duty investigation on truck and bus tires from Thailand (A-549-848). Cash deposit rates set in this final determination take effect Oct. 17.

The next step is for the International Trade Commission to make its final injury determination, currently scheduled for Nov. 25, Commerce said in a fact sheet. If the ITC finds injury, Commerce will issue an AD duty order and duties will be made permanent. If the ITC finds no injury, the investigation will be terminated and all cash deposits will be refunded.

In a change from its zero rate in the preliminary determination, Commerce assigned an AD rate of 12.33% to Prinx. As a result, CBP will direct CBP to suspend liquidation and require AD cash deposits for imports of subject merchandise from Prinx entered on or after Oct. 17, 2024.

Likewise, in this final determination, Commerce is imposing a new retroactive suspension of liquidation for entries from Bridgestone on or after Feb. 20, 2024, which is 90 days prior to the date Commerce previously suspended liquidation for the company, as a result of its new finding of critical circumstances. The effective date for suspension of liquidation for entries from the "all others" companies remains unchanged (i.e., on or after May 20, 2024).

Commerce will instruct CBP continue to suspend liquidation for AD duty purposes and collect cash deposits for subject merchandise entered on or after the dates listed below, and set cash deposit rates as follows beginning Oct. 17:
