India Off-Road Tires: Final Results of AD Admin Review
The Commerce Department has published the final results of the antidumping duty administrative review on new pneumatic off-the-road tires from India (A-533-869). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered March 1, 2022, through Feb. 28, 2023.

Commerce said it made slight changes in its calculations based on comments after the preliminary results were released. All rates are lower than in the preliminary results.
New Cash Deposit Rates Take Effect Oct. 17
For entries on or after Oct. 17, Commerce is setting new AD cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will be subject to the all-others rate. The new rates are as follows:

Non-individually examined companies. Commerce listed in Appendix II of the notice the 12 companies that were assigned a 2.63% average rate for companies not individually examined. The companies are: Apollo Tyres Ltd., Balkrishna Industries Ltd.*; CEAT Ltd., Emerald Resilient Tyre Manufacturer, HRI Tires India, JK Tyres and Industries Ltd., K.R.M. Tyres, Mahansaria Tyres Private Limited, MRF Limited, MRL Tyres Limited (Malhotra Rubbers Ltd.), Speedways Rubber Company and TVS Srichakra Limited.
*Balkrishna Industries Ltd. is only covered by this administrative review for subject merchandise produced in India where it acted as either the manufacturer or exporter (but not both).
Assessment Rates for Entries March 2022 - February 2023
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between March 1, 2022, and Feb. 28, 2023. Commerce will calculate importer-specific rates for entries from ATC Tires and Asian Tire. Entries from all other exporters covered by this review will be liquidated at the rates listed above.
