Germany Fluid End Blocks: Amended CVD Final Determination
The Commerce Department is amending countervailing duty rates set in its original CVD investigations on forged steel fluid end blocks from Germany (C-428-848) originally published Dec. 11, 2020, to align with the final decision in a court case that challenged the way the CVD rates were calculated.

In that investigation, Commerce calculated CVD rates of 5.86% for BGH Edelstahl Siegen GmbH, 6.71% for Schmiedewerke Gröditz GmbH, 14.81% for voestalpine Bohler Group, and 6.29% for all other producers/exporters of fluid end blocks in Germany. After the final results were published, BGH Siegen filed a lawsuit challenging the results in the Court of International Trade. The final court decision was made Dec. 26, 2024.
The new final CVD rate calculations, applicable Jan. 3, are as follows:

Because BGH Siegen has a superseding cash deposit rate, this notice will not affect the current cash deposit rate for BGH Siegen. For all companies that do not have a superseding cash deposit rate, Commerce will issue revised cash deposit instructions to CBP.
