China Wooden Cabinets: Prelim Results of AD Admin Review
The Commerce Department has published the preliminary results of its antidumping duty administrative review on wooden cabinets and vanities from China (A-570-106). The administrative review now covers 21 companies, including two mandatory respondents, that remain out of 70 after Commerce rescinded the review for 49 companies with no reviewable, suspended entries or for which a review request was timely withdrawn (see Appendix IV of the notice).

In the final results of this review, Commerce may set assessment rates for subject merchandise from the companies under review that was entered April 1, 2023, through March 31, 2024.
Commerce will order liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 4207403).
Entries from the companies for which this review is rescinded with these preliminary results will be assessed AD at a rate equal to the cash deposit of estimated AD required at the time of entry, or withdrawal from warehouse, for consumption, during the period April 1, 2023, through March 31, 2024.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for the companies still under review, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

Review average rate. The 14.48% review average rate applies to 14 companies that demonstrated independence from state control but were not individually reviewed. See Commerce's notice, Appendix III, for a full list.
China-wide entity. Commerce preliminarily found five companies didn't demonstrate independence from state control and are part of the China-wide entity, with a rate of 251.64%. See Commerce's notice, Appendix II, for the list.
Assessment Rates
As part of this administrative review, Commerce also will calculate the AD it will assess on importers for entries of subject merchandise entered April 1, 2023, through March 31, 2024. If these preliminary results are unchanged, Commerce will direct CBP to liquidate entries from KM Cabinetry and Ancientree at importer-specific rates, and entries from the 14 separate rate companies at the rate listed above. The China-wide entity rate will not change, and entries from companies that are part of it will be assessed AD at that rate, i.e., 251.64%.
