Senate Approves Deal to End Shutdown, Faces Hurdles

The Senate passed a motion allowing Congress to move toward ending the government shutdown, though several potential roadblocks remain. Seven Democratic senators (and one independent who caucuses with the Democratic party) joined Republicans late Sunday night to back a measure that would end the government shutdown.

Should the Senate pass the legislation approving the budget for the federal government, the House of Representatives, which has not reconvened since the beginning of the shutdown, also will need to approve it. Speaker of the House Mike Johnson said in a Nov. 10 press conference that lawmakers should return to Congress "as quickly as possible" to vote on the measure.
