Reciprocal Tariff Exemptions for Some Food and Ag Products Take Effect Nov. 13
President Donald Trump issued an executive order late Nov. 14 exempting many agricultural products, including food, from all reciprocal tariffs. The executive order said the new tariff exemptions took effect at 12:01 a.m. Nov. 13.

The executive order added 237 new subheadings of Chapters 02, 07, 08, 09, 10, 11, 12, 15, 16, 18, 19, 20, 21, 22 and 31 to the “Annex II” list of goods exempt from all reciprocal tariffs under existing subheading 9903.01.32. That covers coffee and tea, cocoa and spices, bananas, oranges, tomatoes, beef and some fertilizers, according to a White House fact sheet.
It also set new exemptions for agricultural products covered by 11 other subheadings of Chapters 08, 14, 19, 20, 21 and 33, though those subheadings aren’t fully exempt. The products include tropical fruit, communion wafers, acai, citrus juice and coconut water, among other things, and are exempt from reciprocal tariffs under new subheading 9903.02.78.
"To the extent that implementation of this order requires a refund of duties collected, refunds shall be processed pursuant to applicable law and the standard procedures of U.S. Customs and Border Protection for such refunds," the order said.
