CBP's Issuance of Withhold Release Orders Sees Slight Uptick This Year
CBP has issued four withhold release orders so far in 2025, which is above 2022 and 2024 levels but well below the 12 WROs issued in 2020, according to recently updated CBP data.

From Jan. 1 to Nov. 19, when the data was last updated, no single country has earned the most WROs. China, South Korea, Taiwan and Mauritius each has one WRO issued so far in 2025, according to the data.
There have been no forced labor findings issued in 2025 year-to-date, according to the data. WROs issued in 2025 year-to-date are the highest since 2021, when CBP issued five WROs.
