Turkey Rebar: Amended Final Results of 2018 and 2020 CVD Admin Reviews
The Commerce Department is amending the final results of two separate countervailing duty administrative reviews on steel reinforcing bar from Turkey (C-489-819) based on the final decision in a U.S. Court of Appeals for the Federal Circuit case that consolidated the findings from Court of International Trade cases challenging those final results.

The final results of the CVD reviews (see 23052500320 and 2109240045), published May 26, 2023, covering the period Jan. 1, 2020, though Dec. 31, 2020, and published Sept. 27, 2021, covering the period Jan. 1, 2018, though Dec. 31, 2018, were overturned by the appeals court in a Nov. 17, 2025, decision.
The new rate for Kaptan Demir Celik Endustrisi ve Ticaret and Icdas Celik Enerji Tersane ve Ulasim Sanayi and their cross-owned affiliates in the 2020 review is 1.26% (changed from 1.82% and zero percent, respectively), effective Oct. 16, 2025.
The new rate for three mandatory respondents and their affiliates in the 2018 review is zero percent (down from 1.82%), for Kaptan Demir Celik Endustrisi ve Ticaret, Colakoglu Dis Ticaret and Colakoglu Metalurji A.S. The rate is effective Dec. 7, 2023.
But because each of the affected companies in both reviews has a superseding cash deposit rate, i.e., there have been final results published in a subsequent administrative review, Commerce will not issue revised cash deposit instructions to CBP, and the respective current cash deposit rates won't change.
