ITC Begins Safeguard Investigation on Quartz Surface Products
The International Trade Commission is set to make its final injury determination by April 1 in a recently initiated Section 201 safeguard investigation on quartz surface products. The commission will then submit its recommendations to the president by May 18, it said in a notice published Dec. 1.

The commission is considering imposing new quotas and tariffs on quartz surface products, on top of existing antidumping and countervailing duties on Turkey, China and India. Three domestic manufacturers requested the safeguard investigation in September, alleging widespread evasion of those AD/CVD orders (see 2509160008).
The ITC said longer time frames are required in its safeguard investigation because of its complexity, in part due to the existing AD/CVD. The scope of the investigation is the same as the scope of the AD/CVD orders, except that the scope of the potential safeguards doesn’t exclude crushed glass products.
The ITC will hold a hearing on its injury investigation on Feb. 24, with requests to appear due Feb. 13 and written pre-hearing comments due Feb. 17. If the commission finds serious injury or is equally divided on the question, it will hold another hearing on remedy April 14. Requests to appear at that hearing would be due April 6, and written pre-hearing comments on remedy would be due April 7.
Post-hearing briefs on injury are due March 3, and post-hearing briefs on remedy would be due April 21.
