CBP issued the following releases on commercial trade and related matters:

  • CBP informed the Office of Management and Budget that it will continue the collection of information from CBP Form 450, which importers fill out to provide the certification of origin proving applicability under the United States-Caribbean Basin Trade Partnership Act, or CBTPA, according to a Federal Register notice. CBP Form 450 collects data such as contact information for the exporter, importer and producer, as well as information about the goods being claimed and provides instructions for its completion. Comments are due to CBP by Dec. 31 (here).
  • CBP informed the Office of Management and Budget that it is revising the ACE Cargo Release program to allow the collection of optional information related to the Global Business Identifier (GBI) program (see 2505270012). Comments are due by Dec. 31. CBP said it is adding two new optional parties to the six supply chain entity party types in the GBI Test. The two optional parties are intermediary and source. Another change consists of a modification within the GBI Enrollment database that would allow the trade to submit one or more unique GBIs for a supply chain entity. A third change consists of adding the new Altana ID to the GBI Test, CBP continued (see 2508070007). In addition to changes related to the GBI Test, CBP also said it is adding new data elements to comply with the Russia sanctions outlined in a December 2023 executive order, and it is updating the instructions on the Form 3461/3461 ALT to include the new Russia sanctions data elements and text field boxes (here).
  • CBP informed the Office of Management and Budget that it is collecting information using its International Mail Duty Worksheet for mail shipments, and is requesting an expedited emergency process for its approval. The agency said the expedited process is needed because of the unanticipated end of de minimis clearance for most shipments through various recent executive orders. Comments on this notification to OMB are due by Jan. 30 (here).
