OFAC Removes Sanctions From Russians Tied to Export Control Evasion, Kaspersky

The Office of Foreign Assets Control this week removed two Russians from its Specially Designated Nationals List that it had originally sanctioned for either helping to provide Russia with export controlled items or for operating in Russia's technology sector.

OFAC removed Nikita Aleksandrovich Sobolev, who was sanctioned in 2022 for being the director of Malta-based Malberg Ltd., a company that the agency at the time said worked to "deceptively acquire dual-use equipment on behalf of Russian end-users."

The agency also removed Kirill Aleksandrovich Astrakhan, who OFAC sanctioned in 2024 for being the executive vice president for corporate business at Kaspersky Lab, a Russian cybersecurity software firm that was added to the Commerce Department's Entity List last year (see 2406200032).

OFAC didn't release more information about the deletions. An OFAC spokesperson didn't respond to a request for comment.
